Profile of Local Government Public Administrators that Responded

Table 8.1 shows the profile of local government public administrators that was interviewed. A total of 1350 out of 1500 local government administrators responded to the questionnaire administered. Out of the 1350 local public administrators that responded, 1153 were male, while 197 were female. Among the respondents 150 were local government chairperson (Mayor in America); another 365 were council members (Councilors). The head of the civil servants at the local government level in Nigeria is called “Head of Personnel Management.” 150 head of personnel management responded, and out of that number ten were female. Among the local government engineers that responded 148 were men, while only two were female. The treasury department respondent (treasurers) constituted 131 male and 19 female, thus making a total of 150. It is interesting to note that the treasurer position was the only senior management position that has more than 15 female. Among the 150 secretary to local government that responded 149 were male while only one was a female.

Table 8.1 also shows that 80 out the 150 local government chairpersons had a bachelor degree. Other local government chairpersons either had a diploma or were ex-army officers. Majority of the councilors who responded either held a Bachelor degree or a diploma or was ex-military officers. The most qualified group at the local government was the head of personnel Management. 55 of them had a mater degree, while 95 of them hold only a bachelor degree. The engineers generally held a bachelor degree in either civil or mechanical engineering. Only five engineers held Higher National Diploma from polytechnic in Nigeria. One interesting findings of this study is that although the military regime handed over power to an elected civilian administration in 1999, retired military officers are still actively involve in the administration of public affairs in Nigeria.

Table 8.2 shows the training received by local government public administrator in Nigeria. The table also shows the number of local governments that provide staff training for both new and old staff. This study asked the 1350 respondents if they had received formal training in any of the fourteen Public Management courses listed. 590 respondents out 1350 indicated that they received training in Management Studies. 413 respondents also indicated that they received formal training in Research Methods. Among the 1350 respondents 438 indicated that they received training in local government administration. It is interesting to note that 225 respectively received training in Administrative Theories, Budgeting and Financial Management, Organizational Behavior, Personnel Management, and Public Finance. Only 223 of the respondents indicated that they have received training in Development Administration. Although, there were no computer installed or displayed in any of the offices of the 150 local government surveyed, 375 respondents indicated that they had received training in Information Technology.

An average of 150 respondents indicated that they have received training in Public Policy Analysis, Program Evaluation and Administrative Law respectively. The survey result also shows that non-of the 1350 local government public administrators had received training in Public Policy Making.
